As an update on my previous post, on Monday (3/11) Jay Carney had the following exchange during his press briefing:
Q When does the President plan to propose his own budget? And how does he see that fitting in with the budgets that are being proposed by the Senate and the House?
MR. CARNEY: Well, I don't have a date certain for you on the President’s budget. It’s being worked on. We are obviously watching Congress for budget proposals that will be put forward in both houses...
5 weeks late, but their working on it. Of course, their original excuse was that the last-minute tax increase at the end of the year had delayed them, but for some reason they now seem to be conceding that Congress will be able to produce budget proposals (including time to build consensus among various coalitions) befiore it can... In other words, they don't want to go first as the law requires, they just want to complain.
